Dreamquill spawns ONLY in the Lands of Etheria, the endgame zone (wilds Lv.50-100) - lay a claimed Soltokemon NFT on the Ethereum Altar in the Ether Glade north of Solana City to enter. Weaken it and use a Capture Net.

Does Dreamquill evolve?+

No - Dreamquill keeps its form at every level. It still grows stronger as it levels up; only the element mascots have evolved forms.
